This text comes from the first news item in the news block.=20

No, the date is part of the news item so there is not really a way to
exclude it without either removing the entire News block from your
welcome page, or deleting that news item.  You can perform these
functions by logging in as an admin and going to this page.  Then use
the "Customize this welcome page" link to add/remove blocks.  Or click
on the "Delete" link below the "Welcome to the HALL Family Tree" news
item.
