I use Legacy and it works fine with phpGedView. An example at
http://rmhh.co.uk/tree2/individual.php?pid=ID.1&ged=Hall.ged

I don't use the default images folder, but point to my Legacy Picture folder
and put the thumbnails in a subfolder to that.
