#904 Admin wants to edit new user welcome

When an Admin clicks the Save button after changing a new user's status to Approved, give him/her a pop-up containing the subject and body of the e-mail to be sent out. The admin can then edit it if he/she wants to.

The pop-up should have three buttons:

Send
Save without sending
Cancel user data change
