In English-speaking countries, if "James Petersen" and "Mary McDonald" have a child, then a reasonable guess for the surname of any offspring would be "Petersen". I know this is not always the case, but it would save on typing, and reduce the chance for typos, if this could be a default. Could this perhaps be a default if the UI
language is "EN" and children are being entered? I.e. supply default surname of father in the "add child" form? That way it could always be changed if it was wrong.

In the gedcom config (under "Edit Options", near the end) there is a setting for "Surname Tradition".
Setting it to "Paternal" should give the functionality you are looking for.

I have the option set to "Paternal" (at least, that's what it says), but I'm assuming that this should apply both when adding children of a couple, and when adding parents of a child. So for example, I have a "Mary Routley" from the 1800s, and when I go to her "Quick Edit" -> "Family with Parents" screen, and start entering data, then I would expect the surname of the father to autocomplete to "Routley" once I start entering his information; however this does not happen.
Also, when I go to "Quick Edit" her husband, "James Northcott", and under the "Family with Mary Routley" tab, in the "Add a new child" section, and start entering the child's given name, then press tab, it does not supply a default surname (e.g. I would expect it to autocomplete "Northcott" into this field).
So it doesn't seem to be doing what I would expect it to do. Have I done something wrong?

I think the functionality is there only after the father and/or the patents' family is approved.
This means that when users fill data the children's surname is normally not added automatically.

This is how Reunion (Mac) app handles child names and it makes it extremely helpful. Especially, as meliza mentioned, preventing typos.
