#857 Storage of blocks arrangement
1. On three occasions, some unidentified event has thrown my welcome page layout back to the default. It would be nice to have an easy way to recover the previous configuration.
2. When this happens, or when a block is moved to the opposite column, it's custom contents are lost and have to be retyped. If that could be easily restored, another nicety.

I have noticed that when a block is removed and restored it looses the config.
