#765 Research Assistant: Assign or reassign tasks

In the Research Assistant, when creating a new task, one can assign the task by selecting someone from a drop down menu. However, there is no way to assign, or change who the task is assigned to, once the task is created. You have to delete the task, and re-create one.

I would propose adding the ability to assign an unassigned task or re-assign an already created task in the "Edit Task" page, by an administrator or the person who created it.

This is currently included in the latest code in the SVN repository. It is also included with the latest 4.1 beta release.
