#760 Only show Red/Blue boxes to users with "Accept" permission
The Red/Blue boxes to highlight pending changes are only of use to users with "accept changes" permissions.
For less privileged users, they provide no real benefit, and are especially confusing to new users.
Therefore the pending changes should only be shown to users with "accept changes" permission. All other users should just see the latest view of the data.
