#722 Compare individuals in different sites

It would be really useful if we could have a way to go
to our administration section of our website and be
able to enter the website address of another website
running PGV. Then this new feature would compare both
list of individuals. Finally a report would be created
showing all possible individuals that could be the same
person.

Probably for the first beta it would just compare first
and last names. Then on the second beta use Soundex to
get a broader response.

There are probably some security and privacy issues
that would have to be taken into consideration.
