#720 Collapsible Notes

Andrew recently wrote a mod to collapse "fact notes"
to a single line (unless there was only a single line
originally) along with a "plus" sign to expand them.
I would like to see something similiar for 'regular'
notes, but leaving perhaps 5 lines (for context.)
A good number of my 'notes' are 20 lines or more: text
for wills, affidavits relating to military service,
etc.
IOW, any more than 5 lines would only show the 5 lines
along with a "...more" similar to that in WordPress.
Optionally, the config could be set up to turn the
function on or off.
