#717 Mail to Users on Changes

My users ask me to tell them when any data of their
extended families has changed.

I think PhpGedView should optionally automatically
create such mails.

I think that the users would only be interested in any
changes that also involve individual, family or fact
source changes.

One e-mail should include all the relevant changes.

It should be possible to send such mails to all the
users or to selected users or to all without selected
user.

Both should be considered when the new mail-function will be developed.
