#715 4.02 "System Time" incorrect

the "system Time" reported on admin config page and as
recorded for other activities should relect the actual
time on the user's system - not the time on the
ISP's/host system, which in my case is in a different
time zone to me as admin, and in fact is about 12 hours
behind and on a different date altogether half the time.

Very confusing seeing messages and activities logged
using times that are meaningless to all users of the
website.

Can I suggest at the very least rewording any time
references to identify WHICH system time, and which
time zone it is using, and which date (to avoid the 12
hour am/pm difference confusion)

Even better would be ability to nominate a local
timezone that makes sense to the majority of website users.
