#693 Ability to assign News Editors

Currentl only Gedcom Admins and Site Admins can
add/edit/delete news items on the home page.

Well, I would like to give various family member
accounts the ability to add/edit/delete news items, but
not give them full access to modify the gedcom.

This allows me to be freed up from being the dedicated
News guys! *smile*
