#671 autoconvert image files (tif/tiff/bmp)

I have some users who refuse to stop uploading TIFF and
BMP files because that is what they get from their
scanners. Not only are they huge, but they can't be
displayed correctly in firefox (not sure about IE).

Since phpgedview is already using imagemagick(?) to
generate thumbnails, it would be trivial to add image
conversion on upload, no?

i would personally love this feature and it would keep
me from having to dive into the media directory,
converting the tiffs and bmps, editing the gedcom
record for that media and all that.

i even had one user upload a powerpoint file as the
main image. i opened it and it was one slide with an
image on it. a PPT!!!

another option that would probably be safer and easier to
implement, would be to have an option to restrict the file
types that can be uploaded to onese selected by the admin.
