#67 Download config files when not chmoded properly

Hi,
Very often users of phpGedView have problems with file
permissions not set properly for the config files.
Since some users might not know how to do this and many
others who do lack shell access to their hosts to do
this a way should be provided that works around this.
In phpBB when permissions are not set properly, the app
detects this and insted of displaying errors, it
displays a warning to the user that the file permision
isn't set properly and provides a link to download the
file in question. This then allows the user to then
just ftp (or even http upload on some servers) the
modded / added file back to the server. I think this
added touch will make phpGedView accessible to many
less technical people etc.

    I am going to prioritize the RFE's. I think this one deserves a
    high priority because of all the problems related to
    permissions. Not to mention the horrible security of have files
    around with 777 permissions.

    This has been included as part of the 2.51 release, but it may
    not be obvious enough to some people how to do it. I'm
    going to leave this open for a while so that you can let me
    know what you think.
