#661 Allow non-admins to add INDIs

The only place I know you can add people is on the
admin page. I didn't even see this until I'd spent
hours adding people as related and then breaking the
relations. But I have users that will need to add
people, who won't be admins.

I realize there is no obvious place to put such a
link, but suggest perhaps at the bottom of every page.
Hiding it in a menu would be bad. Creating another
icon is better, but not sure I would like see any more
icons up there.

Also, when the INDI is added, let's bring up the
person, instead of having to search for them.

Anyone with editing rights can add related individuals to
any people already in the GEDCOM. Only admin can add
unrelated individuals.

Perhaps we can include a new "can add unrelated individual"
right to the users table?
