#658 mouseovers are too quick to pop up

The mouseover popup menus are too quick. Can a delay
be added? I constantly have to wait for them to go
away before I can click on the nearby link that I want.

Also, when I *do* want to use them, a tooltips often
pops up and blocks the part of the popup menu that I
want to read. It never goes away.

I believe that John made some changes in the 4.2 branch that might address this. John, if this is indeed the case, please move it to the 4.2 tracker.
