#620 DB independent backup and restore

I'm using phpGedView 3.3 with internal indexing. I
want to use MySQL with phpGedView 4.0. I have not
found a way to take a 3.3 indexed backup and restore it
into a 4.0 MySQL installation.

Backups should be DB and version independent as much as
possible and should include everything (user accounts,
GEDCOMs, theme pointers if not the current theme,
languages, etc.).

The upgrade33-40.php does not work because it looks
like it only takes index and converts to PHP 5's
SQLite. I don't have PHP 5.

As it is, I can import my saved GEDCOM file into 4.0,
but all the user accounts are gone.

    There's a backup button where I can download a ZIP file.
    There should be a restore to take the ZIP file and put it
    back into a newly installed system.

    It should be possible to backup from servers that inhibit
    PGV zipping functions as well - i.e. to backup uncompressed
    data if required
