#617 Administration only language files

In my two main languages, Hebrew and Finnish, the
administrators know English and there is no need to
translate their pages.

I would like (a) separate language file(s) with unique
language variables for the administrator only pages.

This would greatly ease the translation activities and
make these pages look much better.
Now some texts are translated and some are in default
English.

This would also make the language files smaller and
more manageable.

We have already the configuration language files.
As far as I remember, some variables from these files
are also used on user-pages.
We should have different variables for the user-pages.

Not to mention that the other pages will have a lower memory
overhead due to smaller language files. I think that John
has plans on splitting the languege files for the next release.

If I remove the admin.he.php file I see the administrator pages with some texts in Hebrew and other texts in English.

My idea was to show in this case all the admin only pages in English only.

This should ease the translators work in languages where the administrators can use PhpGedView in English.
