User registers with Wrong Email Address

A user registers with a wrong email address.
He realizes this on the login_register page.
He does not receive the confirmation mail and cannot
approve his new user.
The user cannot update the wrong email.
I think we should add to the login_register page some
text telling the user to carefully examin the filled
email and if it is wrong to either inform the
administrator and ask him to update the email and to
approve the new user or to define a new user with a
correct email while stating in the comments that this
user replaces the previous one that was filled with a
wrong email address.
