#521 cellpadding in premade blocks

a little cellpadding in some of the premade blocks
would make them look nicer on the page, if it could be
selected , say 10 x pixels for right side blocks, and
20 x pixels for left blocks , it really sets things off
better.

I know this can be done by hacking the block files, but
a lot of people arent comfortable doing that.
