#515 Share place list across gedcoms

I would be nice if the admin could choose to use one
place list for all gedcoms. I have a lot of places
which are common in all gedcoms and this feature would
allow two things:
- I would not have to enter everything more than once
- When looking at the "Place Hierarchy" I could see all
records which are connected to a certain place, not
only those from the active gedcom. This is especially
useful when having persons linked across gedcoms.

This should be a user selectable option. Also, search
results should be controllable as well. Let the user choose
whether to search all GEDCOMs or just the current one.
