#514 Common News block

At this time each gedcom has its own news block. The
ability to have a common news block with the same
information across all gedcoms would be great to bring
some consistency to a web site.

As I type this I also just thought the ability to turn
blocks on and off would also be great - limiting what
blocks are available to users.
