#485 Selective edits.

I'd like to see the option to have the selective edits.
For example, I'd like to block my users from editing
all the dead people's info in my tree who are not their
immadiate family. But, as far as their family -
parents, children, siblings etc. they should be able to
edit in full. There should be some option to set the
editing relational depth, too.

Also, under any circumstances, I do not want my users
who are not the administrators to be able to read or
edit the raw GEDCOM.
