#402 Code independent of database

It would very useful if the config file would have a
parameter (or set of parameters...) that would point to
where the code was installed on a particular server. I
would like to be able to have multiple sets of gedcoms
on a server and each set be controlled by an config file,
but all of the sets point to a single set of source.

This could also mean that I could have the code
installed for a test version that I could use to run the
same database as a "production" version.

This would separate data (including media files) and
data oriented configuration files from a more or less
static source. It would also mean that a patch could be
applied once and all of the separate groups of data
dependent on it would be updated at once.
