#316 Mail to/from not Recognized New User

I would like a polite standard PGV mail that the
administrator could send to a user that has registered
and confirmed himself, but that the administrator does
not recognize.

The text could for instance read:
Dear user name,

In order to speed up your registration process, could
you, please, let us know who you are and how you have
heard of our site?

The user should be prompted for the free-format text
and an answer should be sent to the administrator.
