When the user get the message "Private" in Charts or
"Details on this person are private." on the Individual
Page or "Due to privacy rules , one or more people are
hidden" / "Due to privacy rules , one or more families are
hidden" in list for Individuals/Families
it had been to have a help ? after the message where
the user could get a reason why the information is
hidden.
We have already at help text that can be used:
$pgv_lang["privacy_error_help"]
It would also be nice for the users to have an item in
the "Help contents" list for Private and/or Privasy.
