#256 context help for admin configurable by theme

In the edit language and edit privacy pages the context
help is not configurable by theme and always shows
in 'red'. It also doesn't use the settings to show/hide
contextual help. The context help is always there.

    This will be part of the operation to go from the two help
    systems, like we have now, to just one system.

    The help text that you are talking about is part of the
    config_help (only accessable by admins).
