#247 Language Specific CSS Files

Since some languages (notably Hebrew and Chinese) need
different font sizes in some cases than what is used in
the standard css files, it might make sense to have
additional language specific css files that would
override the font sizes and other properties in the
default css. The new css would be a setting in the
language settings file along with date format and other
settings.
This will also potentially allow some $TEXT_DIRECTION
code to be removed from PGV.
