#230 Clipping privacy

Add some sort of privacy settings or admin limits on the
levels of depth that can be clipped at once.

Some admins are more privacy prone than others. I
think if one is requesting privacy module requests we
need to review the clippings privacy.

Do we want to allow Admins to specify the generation
depths of clippings?
Do we want to allow admin selection of clippings if show
living names is on or not?

I for one show living names but no data. I just don't
think one should be allowed to clip from the top down
and grab the names.

The clippings cart can now be limited so that it is disabled for
certain types of users. For example, you could limit it so
that only authenticated users or admins can use it.

I still need to add the option to limit it to a certain number of
generations.
