The Block contains a link to the title (chosen in the config) which when clicked takes you back to your chosen opening page.
The hyperlink seems superfluous and it would be good if the title appeared as text rather than being hyperlinked.

This I think should apply to all to all block titles which are hyperlinked - seems to be a redundant duplication as the user can as easily access the Welcome page from the menu.

The menu/toplinks can be set in a theme. Custom themes may depend on this link.
