#1050 Enable common welcome page for multiple GEDCOMs

I am running a website for a one name society and will have about 30 different family trees loaded.
It is difficult to keep the welcome page with a common layout and news message across all gedcoms.
At present I need to edit default news in the language file and edit order of blocks by editing index.php.
A better way of editing these defaults is required.
