#1043 Recalculate Soundex Code Values

We should have an option to allow the admin to recalculate the soundex values of individuals and places without a need to manually delete the old table values and to reimport the GEDCOM file

The SOUNDEX should be recalculated any time the name of a place or individual changes.

The SOUNDEX should also recalculate any time the DM SOUNDEX dmarray.full.utf-8.php changes.

We have also to make sure that the SOUNDEX values are removed when an individual is deleted.
