I may be misunderstanding something, but that looks to me like a marketing trick by Generation Maps.
You don't need certification to acccess Family Search (I'm not aware they even offer such a thing). You also don't need a password or user ID.
PGV has a search link to Family search (and many other sites like ancestry) already built in to the Research Assistant module.

New Family Search is not publicly available yet. You must provide your LdS membership number and confirmation date. Even then, it limits it to certain assigned temple districts.

I have been working extensively on integration with New FamilySearch. I actually have several thousand lines of code, but I haven't released it yet because most PGV users will NOT be able to use it.
The next step is to get a developer key for PGV so that PGV can talk to the live new familysearch system instead of just the development environment. Now that I know that there are users who want to use PGV with new FamilySearch I'll start pushing to get it certified.

FamilySearch is working on developing a new version of New Family Search called FamilyTree. Sometime after it is released they are going to open it up to everyone. Is this request still a work in progress. If so I am willing to assist with beta/programming.
