#1004 Visibility of contact links
(Inspired by 1999754)
Have three boolean config settings:
Hide user's contact links from non-authenticated users
Hide genealogy contact link from non-authenticated users
Hide technical contact link from non-authenticated users
The latter two would hide the entire "for ___ questions" line in the footer.
The first one would stop person's names from being links to member info. (Irrelevant if you're hiding living people!)
