I don't believe that there is any current work being done on the Arabic translation. The work was started by sfezz. You might want to contact him at sfezz at users.sourceforge.net or https://sourceforge.net/sendmessage.php?touser=1074077 and see if he has any plans or where he is.
We would be glad to have anyone who wants to help complete the translation.

I don't know ANY Arabic, but I can give you explanations of English terms or text that are unclear to you.
You should begin with the English text that is part of the PhpGedView 4.1 "stable" release which can be downloaded. To produce an Arabic version of PhpGedView that can be used, you need to work first on the "facts.ar.php" and "lang.ar.php" files. You also need to verify that the standard configuration for the Arabic language that is already present in PhpGedView is correct. When this is done, I can assist in making your work part of PhpGedView.
Another area of concern is the handling of Arabic dates, and the correct handling of relationships in Arabic. This may require some adaptation of existing programming or the creation of new. If you're not a programmer, there are some people who can help you or follow your advice.
After the "facts.ar.php" and "lang.ar.php" files have been created, the next order of business should be "help_text.ar.php" so that Arabic users will be able to see Help text in Arabic instead of English. Please note that this file is NOT essential -- it can be added later. It's also OK to submit the file in stages. You don't have to submit the completely translated file at once.
Last on your list should be "editor.ar.php" (used by Arabic people when editing items in the GEDCOM), "admin.ar.php" (used by Arabic people who wish to change the GEDCOM or site configurations), and "config_help.ar.php" for Arabic Help when editing or configuring. Afgain, it is not necessary to submit completely translated files all at once.

FYI, in SVN1483, I have moved some hard-coded text (day/month names) from includes/functions_date_arabic.php to languages/lang.ar.php.
This is to support some work I'm doing on the hijri calendar code.
