Where to get maps for places?

I would like to add maps for Indonesia and maybe later also translation for Bahasa Indonesia. Where could I get such maps from. What do I need to consider with copyrights, etc? Thanks for any hints.

  I would like to know where to get the info to creat maps also.
  I have seen that they are created using some form of SVG markup tags.
  In my case I would like to create fe. maps for turkey.
  The correct layout should be:
  -State maps
  -County maps
  -City maps
  
  Currently there are no state maps and county maps are combined to form whole Turkey, which is illogical to me.
  
  PS: Some guide to explain this map topic in detail would be appriciated.
  From files used with inner codes to examples with output.
