Unfortunately, the fix I put into SVN will be of no use to you right now.
To make the new language work, you will have to create the file "languages/lang.lv.php". I suggest you copy "languages/lang.ar.php" and change its name. This file does not contain any language variables.

I did editing of:
includes/lang_settings_std.php
and
languages/configure_help.en.php
and uploaded them.
But I am not able to find any option/list of my new language in my PhpGedView Web interface.

The problem was caused by PGV insisting that at least the "lang.xx.php" file be present.
I've updated SVN so that the "lang.xx.php" file is no longer required in order for any given language to be acceptable.
