It's me still. I don't know what is going on. I am a newbie and embarrassed to be having all this trouble. I am not so inept usually, in figuring out how to use software and applications.
As I was saying, my site didn't allow registrations and still doesn't.
Wait a minute… it is taking registrations now! I don't know what I did.
I thought for sure that I had done the necessary step of adding a GEDCOM and got a message that it did so. I called it
whealtonfamily
and then titled it Whealton Extended Family Tree.
It said it saved it, updated and all. I don't see anything on my server with this name.
I then added me to the tree. I got all these messages about updating the database but when I come back, there's nothing there. I cannot find Bruce Whealton.
I think I do have a gedcom now. Yes, I do. It's in the index folder.
I don't have any individuals in it. I thought I added myself but it didn't take. So, I guess I need to figure out where to go.

PGV is set by default to require the admin to "accept" any changes made before they are fully completed. This is designed so that we, as admin, can manage the work being done by users of varying abilities.
When a user adds or edits an entry an email will be sent to admin to tell him/her there are entries to be checked and accepted. Also on the pages where the entries were made you will see some parts with red boxes and some blue (old vs new versions". If you check under Edit Options on any individual's page you will see an option to "Accept changes". It might also help if you modify your "My Portal" page to include the "Pending Changes" block, so you see a list as soon as you login. You do that by clicking on "Customise this My Portal block" on that page.
You can turn off the need for admin to accept changes for each individual user as you wish, by going to their profile. Most of us do turn it off for our own accounts, as it makes little sense to have to accept out own work! But personally I very rarely turn it off for users. Its just too valuable as a safeguard.

Your addition/change to the DB has probably not been approved, and you probably didn't set up your account for auto-approval of changes. All you need to is access your site, scroll to the bottom of any page and click APPROVE CHANGES.

Oh, ok. So, now, I have to add my name. I thought I did that. I then clicked on accept all changes, did a search for Bruce Whealton and got no results. So, I have to figure out where to go now to add my listing.

There is a bug in the software that prevents SEARCH from sometimes displaying yourself. It is already reported.
Use the WELCOME PAGE to see yourself (as the only person listed), or the LISTS function. You are probably INDI-ID # 1, so put
I1 into the search in the header (that the letter "I" and the numeral 1 (one)).

That requirement to accept changes before they're entered into the database is a REAL nuisance when you have a lot of additions or changes to make.
I suggest that you access your user profile and set the option to automatically accept changes made by you. Don't set this option for anybody else unless you can trust what they do. Even then, be cautious.
Log in as Admin and click on the "User administration" link in the top menu. Click on the "User list" link, and then click on the Full Name of the line that matches your userid. The option you're looking for is called "Automatically accept changes made by this user".
