What is the preferred way to document cemeteries in gedcom. I have about 100 cemeteries with 3000 tombstone photos and would like to not have to do this twice. I've considered making each cemetery a repository, but am not sure what the preferred gedcom standard is.

I depends on how you wish to manage your data, and how you view it, as there are differing opinions and therefore different approaches. IMHO, ALL of this information, is original SOURces. The tombstone itself, as well as any text involved and any burial card attached with the record, is the SOUR and the Cemetery is a repository.
Because of the way PGV handles SOUR and MEDIA, I do it a bit differently, attaching the media objects to the FACT/EVENT as a level 2, then within the information about the MO, I add the Cemetery as the SOUR, not the repository. Going a bit further, I even use a general SOUR for Cemeteries/Tombstones and then use the Citation line to devise the difference. See what I mean by different approaches.
I think if you ask, you'll find almost as many methods as commentators. However, I think the more structured and perhaps professional approach is the first one I discussed, SOUR and REPO. Still its JMHO and I'm sure there are others who differ.

An INDI that has a SOUR. A REPO for a cemetery linked to a web page (multi-media object). A multimedia object for the tombstone picture. The SOUR in the individual linked to both the REPO and the tombstone OBJE. I presume I could also add the tombstone OBJE as a level 1 link to the REPO for the cemetery. I use the source/repository approach. The tombstone is your source, and the repository is where you find the source.
