Look for a better hosting company!!! They should have been smart enough to tell you what their changes would do to your program.
Examine the configuration file /config.php to see whether the database connection information stored there matches the new set-up.
You can either edit this text file manually, using any convenient text editor (save the result in ASCII mode -- NOT UTF-8).
Alternatively, delete the config.php file so that PhpGedView will go through the "new site" routine. After you have entered the correct database credentials, etc. PhpGedView will discover the existing database tables and proceed accordingly.
To be sure that the database indexes are built correctly, you should export the existing database (no need to download it), and then import it again. During the Import, let PhpGedView erase existing information in the database.

Hosting company made some changes, now database has files but site isn't connected to them. Seems like an empty site without users or data.
Uploaded latest svn files. No help.
