.. I meant the 'block' .. I'm using the default. The GEDCOM News block has Edit/Delete option but I don't see it with the GEDCOM Welcome .. unless the GEDCOM Welcome refers to the whole front default page?

There are two "Welcome" pages. The first is the one you see when you access the site without logging in. This is also the page that you see if you click the "Welcome Page" button at the top of every page. The second is the personal Welcome page that you normally see after logging in and also when you click the "MyGedView Portal" button at the tope of every page.
Both Welcome pages can be edited to add or remove blocks. Each user can personalize his "MyGedView Portal" page. The site admin can modify the appearance of the site's Welcome page. The site admin, when personalizing his "MyGedView Portal" page can indicate that this page appearance is to be used as the default for all new users.
Two of the blocks on the site's Welcome page can be customized with your own text. These are the GEDCOM News block and the Advanced HTML block. The Advanced HTML block requires a LOT more knowledge than you have. Avoid it.

I think 'avoid' is my option here -:(. Anway, here is the what I watned to do (see image below): Add personal message in the Customize this GEDCOM Welcome page instead leave it with time stamp, etc. because the Welcome News block has the Edit/Delete option, thought the Welcome page might have it somewhere. Guess not.

Have you visited other PGV websites to view their Welcome Pages? The page and the block configuration and content is VERY flexible. Not criticizing, but you do seem to have difficulties with some of the easiest interfaces, so viewing others' work would give you some ideas, and then practicing on a test site installation would help. If you don't have PGV installed on another computer, its easy to use your existing installation and add a TEST gedcom. With that Welcome page, you can experiment all you want and if you make mistakes, you haven't hurt anything - and if you need to start over, you can delete that GEDCOM and load another to try again. Heck, you can use the default NEW gedcom for much of the testing (one "John DOE") except specifying favorites or understanding what the SURN, GIVN name blocks can provide. Those you can view on many other PGV websites. -Stephen

It's possible to configure PhpGedView so that a Login done on the main Welcome page will return you to that same Welcome page.
