The media directory and all its contents need 777 permission.
You should consider using the Media Firewall, which lets you relocate the "real" media directory to a file server directory that's not accessible from the Internet.
You configure this feature in the GEDCOM configuration.

easy solution! I had the permissions at 755, thought that would be enough, quod non.
You only need the 777 permissions while you're actually performing Media Management. For normal use (display only), 755 permissions are enough.
