I have been trying to incorporate phpGEDview into my family website.

My question is, can someone tell me where the link styles are located? I've tried changing every a.xxx style in style.css, with no success. When I'm logged in, the hover style on some of the blocks is specifying a different font, creating a really UGLY display, with the hover style larger then the link style. The colors are also not very good, and the white background in the link element is bad.
The style guide doesn't specify where this originates. The hover color is #FF0066 - I've searched my entire site for the source of this color definition - it doesn't exist anywhere!

Have you reviewed the PGVTheme.com website? If you need to develop your own theme, this is the place to get all your questions answered by the wiki and by others who have modified themes. Given your stated displeasure, you're more likely to get help there as most admins use the themes provided.

You're using a custom theme.  As Stephen has already told you, we can't help you with that.

I also notice that the bottom of the Index page has the text "Printer Friendle Version".  This text does not exist in any version of PhpGedView that I'm familiar with.  To my knowledge, PGV has always used "Printer-friendly Version"
