If you properly created a new GEDCOM, then it is not empty, but has one 'dummy' INDI record, I1, which you need to modify as the initial individual. That person should appear in the INDI List and on the Welcome Page stats.

I don't see the dummy INDI record. Also in the recent thread instructions you mention in step 3 that "We specify that the main INDI ID number will be I1". Where exactly is the main INDI ID number?
My version is 4.2.3.

If not, you don't have a dummy gedcom.
