can I decide to link to one gedcom with English/German/Spanish interface by using a certain URL? I would like to integrate it into a multilingual family website and have the language according to the one the user chose originally.

  you just have to add something like:
  http://yourserver/index.php?changelanguage=yes&NEWLANGUAGE=english
