Obviously, you have missed something - as this is not normal.
Why enable relationship privacy (I assume)? Do you not know this person? Is he not a cousin or related to your family? Is he likely to misuse the data he discovers? If not, I would not recommend relationship privacy in its current reiteration as it is both buggy and a significant strain on the system resources.
What is his GEDCOM access level for this GEDCOM (edit)?
What is the master relationship privacy setting? What is his relationship privacy setting?
Is there an RESN on his account? Or have you previously set a special privacy setting on his account set in the privacy config?
Look at all of these for possible answers….Stephen

I haven't set the 'limit access to related people', but I do see a number in 'Max relationship privacy path length', and I can't set that to 0.
His GEDCOM access level is edit.
The 'Use GEDCOM (RESN) Privacy restriction' is set to 'NO'.
The Global relationship privacy setting was set, I've tried to remove it, and I hope that'll fix it for him.
There were no special settings for the user.
I just created a testuser for this, and that worked, so hopefully…

What did I miss? I've enabled privacy, and the indi record is set for the user in question. He can edit his close relatives, but not himself?

It seems that the Global Relationship restriction was the problem, I've removed it, and he can edit away at the moment.
