In the past when I've viewed an INDI record then chose Relationship Chart, the Person 1 will contain the I# and Person# will contain mine (or it's vice versa, can't remember). I'm now finding the two Persons are empty and I've got to return to the record, get the INDI# then start over.

You'll see a block titled "Options for individual". The Charts menu in this area contains a special form of the Relationship chart, where the two ID numbers are filled in as you describe.
