Just deleted my test install and updated from CVS. When I uploaded and started looking around to see if I get any parse errors, I noticed the News block's help icon is red, and all the others are blue (Xenea theme).
After looking around, I found all themes (Std., Ocean, Wood, and Xenea) all display the news block help icon as red.

Quick note, I have found my Index test site (Theme mods) displays the help link blue as does the others. This is Beta 4 but not sure how old the updates are.

It is only red if you are logged in as an admin to draw attention to it.
