(a) don't you mean "upload"? You want to deliver media to PhpGedView so that it can be displayed in association with certain people, families, or sources. You begin by enabling multi-media in your GEDCOM configuration. You also study the extensive documentation on the Media feature.
Don't forget also that only editing users can upload media files.
(b) I'm sure there's a way to do this. I don't use latitude/longitude so I won't be able to help here, but I think it's a matter of entering the information. PhpGedView won't generate lat/long by itself.

You want to mirror your installation on your local PC? The best way is to do a SQL backup (data dump) and a restore on your local SQL installation, then FTP a copy of your media to your local machine as well as the configuration files. But not sure why or what you are attempting and what purpose - all that would help.
PGV is intended to run online, from a server, with access from multiple sites, including admin from anywhere you are. It is speedy enough that, unless you have VERY slow connections, it is easy enough to use the main server. There is NO way to run and change data locally and then merge with data changed online during your adventures. Nor, is it likely, that there ever will be this option.
For family events, I would freeze the main server (turn off editing), and install the GEDCOM on a laptop which you can take to the family event and modify data, then download the GEDCOM and import it back into your online server. -Stephen

This you should be doing regularly, backing up your sql with both a server copy (data dump stored there) and a local backup and also doing a regular download of the GEDCOM. Running it locally is not necessary or wise, IMO, if you intend to use collaborative editing.
We back up our SQL 4 times per day (cron job - datadump takes about 20 seconds) and an Apple TimeMachine hourly backup on other data. Then, once per day, another cron job runs the GEDCOM backup locally and we do one each week to our laptop. Only the SQL backups contain your news, favorites, messages and users data. -Stephen

It is a tedious task to do define each place in the hierarchy way I can live without it !

Sorry, I don't understand your question. The GoogleMap™ module takes care of the display of the PLAC hierarchy within your family tree data. The GEO data you may have entered into your GEDCOM can remain and they provide a clickable 4-map display of that place, but now that GM-module is working well, I have begun removing them from my family trees.
webtrees now uses the GM-v3+ API and also has streetview. -Stephen
