No, there isn't. The only way I can think of would require you to change your language settings to display only the YEAR in all dates. I also recall someone else asking a similar question here not long ago. You might have a look and see what the answer was there.
Most people don't show ANY facts about living people, as that is required by privacy laws in most countries.

Is there a way to ONLY show to the Public the birth YEAR (not day or month) anywhere on the site?

I just tried it myself. A couple of things I noted:
1 - the correct entry in your config.php file is:
$PUBLIC_DATE_FORMAT ='Y';
(this forum messed up the original)
2 - It applies to all individuals visible to Public, so not just Living, which I think makes sense.
